Abstract

Russia's attack on Ukraine has sent shockwaves across Europe and the world. While the current war is a geopolitical turning point, it remains unclear whether it will trigger a quantum leap forward for European defence policies and for the role of the European Union as a security provider. This Report investigates whether we can expect a further convergence of European strategic cultures, and on collaboration among Europeans to generate the required military capabilities and integrate their forces. Most importantly, it finds that the timely implementation of the EU's Strategic Compass will be a decisive test to establish whether Europeans are rising to the challenge of taking more responsibility for their security and defence.

Abstract

"The world today is facing unprecedented challenges of governance far beyond what the United Nations, established more than 70 years ago, was designed to face. The grave effects of global climate change are already manifesting themselves, requiring rapid, far-reaching and unprecedented changes in all aspects of society if we are to arrest catastrophic and probably irreversible consequences. Science has uncovered the frightening and rapid collapse in global biodiversity, threatening ecosystems across the planet that maintain the correct functioning of the biosphere, upon which we rely for survival. But there is more; there are other global catastrophic risks. We live in a world in which a diminished faith in our political leaders and governmental structures, public disillusionment with partisan politics and a willingness to believe populist promises, disturbing trends in income inequality, human rights violations and the spread of corruption have coincided with the rise of autocratic leaders, often intent on awakening the voices of nationalisms which have been so destructive during the 20th century. The rejection by some nations of the benefits of multilaterism and international cooperation, which have been at the center of the postwar global order, has heightened the risks of fundamental instabilities that could precipitate a range of major crises, disregarding the lessons of the past"-- Provided by publisher.

Abstract

The present chapter assumes that using multilateralism to address world-scale problems has an impact on the future of world politics and may be the game-changer of the world political order. In the first section, attention is drawn to the establishment of the present world order, the multilateral institutions and policies that have been the cornerstone of such order, and the current order transition process. Based on the research knowledge about the ongoing world climate policymaking process, the second section explains the persistent role of multilateral policymaking as the way of responding to the problems that are widespread over the entire planet and are inherent to the structure of the world polity of the sovereign states.

Abstract

Despite the growing recognition of the importance of environmental issues for nation-state security, current research on international environmental security is insufficient. Although scholars in the field of International Relations believe that there is an appropriate role for international relations theory in analyzing global environmental concerns, the existing literature is predominantly descriptive or prescriptive rather than analytical. This study attempts to remedy this problem by conducting an empirical analysis of nation-state behavior in the international environmental realm.

Abstract

Global partnerships have transformed international institutions by creating platforms for direct collaboration with NGOs, foundations, companies and local actors. They introduce a model of governance that is decentralized, networked and voluntary, and which melds public purpose with private practice. How can we account for such substantial institutional change in a system made by states and for states? Governance Entrepreneurs examines the rise and outcomes of global partnerships across multiple policy domains: human rights, health, environment, sustainable development and children. It argues that international organizations have played a central role as entrepreneurs of such governance innovation in coalition with pro-active states and non-state actors, yet this entrepreneurship is risky and success is not assured. This is the first study to leverage comprehensive quantitative and qualitative analysis that illuminates the variable politics and outcomes of public-private partnerships across multilateral institutions, including the UN Secretariat, the World Bank, UNEP, the WHO and UNICEF.
